What plan administration covers

WHAT COUNTS AS NDIS PLAN ADMINISTRATION?
Think of plan administration as the paperwork and money side of your plan. It includes financial administrative tasks such as checking invoices, submitting eligible claims, paying providers, keeping an eye on your budget and holding onto financial records. It does not cover your whole plan. Support coordination and planning are handled separately.
WHO HANDLES PLAN ADMINISTRATION
FOR PARTICIPANTS IN QUEENSLAND
You have three options:
-
Self-managed, where you or your nominee pays providers and keeps records.
-
Plan-managed, where a registered plan manager pays providers and keeps records for that funding.
-
NDIA-managed, (also known as Agency-managed) the NDIA pays providers and manages the related records.
WHAT HAPPENS TO AN INVOICE, AND HOW ARE CLAIMS AND PAYMENTS CHECKED?
When a provider sends an invoice for plan-managed funding, your plan manager checks it against your plan, your available budget and the claiming rules. If everything checks out, the claim is submitted through the relevant NDIS provider portal. Every claim is checked for compliance before it goes any further. This means the plan manager or the NDIA confirms the claim matches your plan, your budget and the supports you're actually funded for along with meeting the NDIS guidelines.
HOW ARE PROVIDERS PAID?

Once a claim is approved, payment is released to the provider. This is a separate step from the invoice check and claim submission; the claim has to be cleared before any payment moves.
Beyond a single statement, plan administration keeps an ongoing record of how your funding is used across the whole plan period, not just at one point in time. This lets you see whether your spending is on track to last until your plan ends, rather than only checking a balance today.
HOW ARE BUDGETS, RECORDS AND STATEMENTS MANAGED?
Your plan manager keeps the records of invoices, claims and payments, and provides regular statements showing what's been used, what remains and whether spending is on track.
DOES PLAN ADMINISTRATION AFFECT PROVIDER CHOICE?
Yes. Self-managed and plan-managed funding can generally be used with registered or unregistered providers, though some support requires a registered provider. NDIA-managed funding generally requires you to use registered providers only.
WHAT DO I STILL CONTROL?
You choose your plan manager, review your budget and statements, and make decisions about your supports. You remain responsible for understanding your plan and avoiding overspending.
CAN I CHANGE HOW MY FUNDING IS MANAGED?
If you are currently self-managed or even agency managed, you can ask the NDIA to change how your funding is managed. They will review the request and consider the impact on your supports. If you choose to use a plan like First2Care, and utilise their expert knowledge, the best time to move your plan management across is right away. It does not matter if you are midway through your current plan, changing across can be done at any stage.
