How Plan Managers Work with Support Coordinators

If you have both a support coordinator and a plan manager, you may have wondered how the two roles work together, and what each one is responsible for. 

They are not the same role. They do different things. When they work well together, your experience as a participant becomes clearer and easier to manage. 


This guide explains how plan managers and support coordinators work together in practice, what each role covers, and how First2Care approaches that working relationship.

This is one of the clearest signals that something is not right. You can switch plan managers at any time, without NDIA approval and without affecting your funding. A reasonable notice period in your service agreement (often two to four weeks) is completely normal, it simply allows a clean handover of any outstanding invoices. What is not normal is a plan manager who becomes evasive when you ask about leaving, discourages you from exploring other options, or makes the process sound far more complicated than it is. What is the difference between a support coordinator and a plan manager?

This is one of the most common questions in the NDIS, and it is worth understanding properly. 


A support coordinator helps you put your plan into action. They help you find and connect with the right providers, help you understand the NDIS, and work with you so that your supports match your goals. Their focus is the practical side of getting your supports set up and running. 

 

A plan manager looks after the financial side of your plan. They process your provider invoices, track your budgets across all support categories, check every invoice against the NDIS Pricing Schedule, and make sure your providers are paid correctly and on time. 

 

One simple way to think about it: your support coordinator helps you decide what supports you need and who delivers them. Your plan manager makes sure those supports are paid for and your funding stays on track.

Do you need both a support coordinator and a plan manager?

Not every participant has both, and that is completely fine. Support coordination is funded depending on your individual situation and needs. Some participants have it in their Capacity Building budget. Others do not. 


Plan management is available to any participant who asks for it. It is funded separately through the Improved Life Choices category, so it does not reduce your therapy, your support coordination, or anything else in your plan.


If you are on a PACE plan, Improved Life Choices may appear in your plan as Choice and Control. It is the same category.

Many participants choose to have both, because the two roles complement each other. One supports your decisions. The other supports your funding.

How do plan managers work with support coordinators in practice?

In a well organised arrangement, the plan manager and support coordinator each do their own job and share information at the points where their work connects. Here is what that looks like in practice.

  • Your support coordinator finds and connects you with providers. When your support coordinator finds a service that suits your needs, they help you set up a service agreement with that provider. Once the service agreement is signed, the provider can start delivering services and sending invoices.

 

  • Those invoices come to your plan manager. Your plan manager, not your support coordinator, receives and processes provider invoices. Every invoice is checked against the NDIS Pricing Schedule, checked against your service agreements and budget, and submitted to the NDIA for payment. At First2Care, you also stay in control of every payment. When an invoice arrives, we check it and email you to let you know. If you are happy for it to be paid, you do not need to do anything. If you find a problem with it, reply to our accounts team within 24 hours and we will pause the payment and fix it with you. 

 

  • Your plan manager keeps the budget picture clear. As invoices are processed and funding is used across your support categories, your plan manager tracks every movement. At First2Care, you can see your current funding balances at any time through the Plan Magic portal, without calling anyone or waiting for your monthly statement.

 

  • Your support coordinator uses that budget information. A support coordinator who understands your funding position can make better recommendations. If a Capacity Building category is lower than expected, they can take that into account when helping you arrange supports. If there is funding available that is not being used, they may find ways to use it well before your plan reassessment.


This is where the working relationship genuinely matters. It is not two organisations working separately. It is two organisations sharing the right information, at the right time, for you.

What does a good working relationship between a plan manager and support coordinator look like? 

Not every arrangement runs smoothly. Sometimes participants find themselves passing messages between two organisations, or answering the same question twice. 

The arrangements that work well have a few things in common.

 

  • Communication is set up early. When a new participant joins, a good plan manager contacts the support coordinator to confirm how they prefer to communicate, and makes sure they know who to contact about budget information or an invoice question.

 

  • Budget information is easy to get. Support coordinators should not have to send several emails to find out how much funding is left in a category. At First2Care, participants have direct access to their budget through the Plan Magic portal, and with the participant's consent, support coordinators can get the information they need quickly.

 

  • Invoices are processed without difficulty. If providers are regularly following up on payments, or having invoices returned for technical reasons, that creates work for everyone, including the support coordinator. A plan manager that processes invoices promptly, and explains clearly when something needs correcting, makes the whole arrangement easier.

 

  • Each role stays in its own lane. A support coordinator should not be doing the plan manager's job, and a plan manager should not be doing support coordination. When the roles are clear, participants are better served.

What do support coordinators need from a plan manager?

From a support coordinator’s point of view, a good plan manager makes their work easier, not harder. In practice, that means four things.

 

  • Prompt, consistent invoice processing. When a provider delivers a service and sends an invoice, they need to be paid without delay. Consistency means fewer payment complaints and more stable supports for the participant. 

 

  • Clear budget information. You need to know where your client's funding is up to, particularly as a plan reassessment approaches, or if a category is running low. At First2Care, participants have direct visibility through the Plan Magic portal, and our team can provide budget information when you need it. 

 

  • Someone who picks up the phone. When something needs sorting quickly, whether it is an invoice error, a budget question, or setting up a new provider, you need to speak to someone who can help. At First2Care, every participant has a Client Services Officer who knows their plan. 

 

  • Early warning, not late surprises. Our team raises budget concerns and invoice problems early, before they affect your client's supports.

How does this relationship benefit you as a participant? 

When your plan manager and support coordinator work well together:

  • your supports continue without disruption 

  • your providers are paid on time 

  • your budget is clear and easy to understand 

  • you are not left passing messages between two organisations


That means less administration for you, and more time to focus on your goals and your daily life. When the relationship is not working, participants usually notice first. Delays, confusion and gaps in communication become stressful quickly. That is why choosing the right plan manager matters.

Can a support coordinator recommend a plan manager to a participant?

Yes, and many do. Support coordinators often recommend plan managers to participants who are new to plan management, who are switching from their current plan manager, or who would like help choosing. 

 

There are rules about how this is done. Support coordinators must recommend in your best interest, not because of a commercial arrangement. 

 

The NDIA describes a conflict of interest as any situation where a person or organisation has an opportunity to put their own interests ahead of the interests of the person they support. This includes making recommendations to a connected organisation, or to an organisation that gives them a payment, gift or other benefit. 

 

The NDIS Code of Conduct also requires everyone delivering NDIS supports, registered or not, to act with integrity, honesty and transparency. 

 

At First2Care, we do not offer referral payments or incentives to support coordinators. If a support coordinator recommends us, it is because their experience of working with us has been a good one.

You can always ask a support coordinator whether they have any connection to a provider they recommend. That is a reasonable question, and a good support coordinator will answer it openly.
