What is NDIS Plan Management? A 2026 Complete Guide 

If you or someone you care for has recently been approved for the National Disability Insurance Scheme or you're preparing for your first plan review, one of the first questions you'll face is: how do I manage my NDIS funding? 


NDIS plan management is one of your three options, and for most participants across Australia, it's the one that offers the best balance of flexibility, support, and peace of mind. 

 

This guide explains exactly what NDIS plan management is, how it works in practice, what it costs and how to get started. Whether you're brand new to the NDIS or considering switching plan managers, everything you need is here.

What’s NDIS Plan Management?

NDIS plan management is a funded support in which a registered plan manager handles the financial administration of your NDIS plan on your behalf. That means your plan manager pays your provider invoices, tracks your budget across all support categories, maintains compliance with NDIS rules, and gives you real-time visibility of how your funding is being used.

The key word is on your behalf plan management doesn't mean you hand control of your plan to someone else. You still choose your providers, your supports, and your goals. Your plan manager simply takes the financial paperwork off your plate so you can focus on living your life. ​​

 

Think of a plan manager as your dedicated NDIS bookkeeper and guide. They know the rules, they handle the admin, and they're in your corner every step of the way.

The Three Ways to Manage Your NDIS Plan

Before diving deeper into plan management, it's useful to understand how it compares to the other two options. Every NDIS participant chooses one of these at their planning meeting:

1. NDIA Managed (Agency Managed).

The National Disability Insurance Agency pays your providers directly. This is the most hands-off option, but it also means you can only access NDIS-registered providers, which significantly limits your choices. 

2. Self-Managed.

You pay providers directly from your NDIS funding, keep all receipts, and submit claims yourself through my place portal. This gives you the most flexibility (you can use unregistered providers and negotiate prices freely), but it also carries the full administrative burden and financial responsibility. 

3. Plan Managed.

A registered plan manager handles invoices and payments on your behalf. Like self-management, you can use both registered and unregistered providers but unlike self-management, you don't have to do any of the admin yourself. A plan manager combines the flexibility of self-management with the simplicity of agency management. 

Many participants also split their plan by choosing plan management for some budget categories and self-managing others. You can discuss this approach at your planning meeting.

What Does a Plan Manager Actually Do?

When you choose plan management, your plan manager takes on a specific set of responsibilities every time you use support. Here is what that looks like in practice: 

  • Pay your invoices. When a provider sends an invoice for a service they've delivered, it goes to your plan manager. They check that the invoice is compliant with NDIS pricing rules, process the claim through the NDIA portal, and pay the provider typically within a few business days.   • Track your budget in real time. Your plan has multiple budget categories Core Supports, Capacity Building, and Capital Supports, and money generally cannot move between them.   • Ensures NDIS a compliance. Every invoice must match the correct line item, pricing arrangement, and support category. Your plan manager checks this on every single claim, protecting you from compliance issues with the NDIA. 

 

 

  • Give you financial report. You receive regular statements showing exactly what has been paid, to whom, and how much funding remains. This transparency helps you make confident decisions about your support.

Is NDIS Plan Management Free?

Yes, NDIS plan management is fully funded by the NDIS and costs you nothing out of pocket. 

 

When the NDIS approves plan management for your plan, it adds a separate budget line item to cover the cost. This budget is separate from your other support budgets, so using a plan manager does not reduce the funding available for your daily support, therapies, or equipment. 

 

 

This is one of the most misunderstood aspects of the NDIS. Many participants hesitate to choose plan management because they assume it will eat into their other funding. It does not. The NDIA has always funded plan management separately, precisely because it is valued as a support that helps participants get more from their plans. 

 

 

Note: Under the 2025–26 NDIS Pricing Arrangements, the NDIA removed the separate plan management set-up fee that some providers previously charged. Plan management fees are now covered by your ongoing plan management budget line.
 

Who Can Get NDIS Plan Management?

NDIS plan management is available to any NDIS participant who requests it. You do not need to meet any additional eligibility criteria beyond being an approved NDIS participant. 


To have plan management funded in your plan, you simply need to request it either at your initial planning meeting or at your next plan review. You can say to your NDIA planner or Local Area Coordinator (LAC): "I would like to have plan management included in my plan." 


If plan management is not currently in your plan, you can also request a plan variation to have it added. You don't need to wait for your full plan review date.

The Benefits of NDIS Plan Management

Plan management is the most popular choice among NDIS participants for good reasons. Here's why so many people with disability across Australia choose it: 

  • More provider choice. Unlike NDIA-managed plans, plan management lets you work with both NDIS-registered and unregistered providers. This is significant for many excellent therapists, support workers, and specialists who are not registered with the NDIS. Plan management opens your options considerably. 

 

  • No administrative burden. You never have to process invoices, chase providers, or navigate the NDIA claims portal yourself. Your plan manager handles all of it. 

 

  • Budget protection. Real-time tracking means you always know how much funding you have left in each category. You won't be caught off guard by an unexpectedly depleted budget. 

 

  • Expert support. A good plan manager knows the NDIS inside out. When rules change, when new pricing arrangements are released, or when you have a question about what your plan can fund, your plan manager is your go-to resource.

 

  • Peace of mind. Knowing that every invoice is being checked for compliance before it's paid means you can trust that your funding is being used correctly and that you're protected from provider errors or overbilling.

What to Look for in a NDIS Plan Manager

Not all plan managers are equal. When choosing who will manage your NDIS funding, there are a few things worth looking for:

Fast payment processing.

Slow payments can strain your relationship with providers and disrupt your support. Ask any prospective plan manager how quickly they pay invoices.

Responsiveness. 

Your plan manager should be easy to reach when you have a question. Long wait times and unanswered emails are a red flag.

Transparency.

You should be able to see your budget and spending clearly at any time, not just when you ask for a report.

Independence.

An independent plan manager has no financial relationship with any service provider, which means their advice to you is always in your interest, not theirs.

Experience with your needs.

 If you have complex support, a large number of providers, or specific cultural or language requirements, look for a plan manager with relevant experience.

How to Get Plan Management Added to Your NDIS Plan

Getting plan management is straightforward. Here's how to do it: 

  • Step 1: Request it at your next planning meeting or plan review. Tell your NDIA planner or LAC that you would like plan management funded in your plan. This is a standard request and is routinely approved. 

  • Step 2: Choose your plan manager before or after your plan is approved. You can research and select a plan manager in advance, or take your time after your plan is approved. Your plan management funding is available from the date your new plan starts. 

  • Step 3: Sign a service agreement with your plan manager. Once you choose a plan manager, they will send you a service agreement to sign. This outlines what they will do for you and how you will work together. 

  • Step 4: Your plan manager registers as your plan manager in the NDIA system. Once registered, your plan manager will have access to your support budgets and can begin processing invoices. 

 

  • Step 5: Tell your providers to send invoices directly to your plan manager. That's it. From this point forward, your providers send their invoices to your plan manager, and your plan manager handles the rest.

NDIS Plan Management in 2026: What's Changing?

The NDIS is undergoing significant reforms in 2026 and beyond. Here's what people with disability and their families need to know about how these changes affect plan management: 

A panel of plan management providers is coming in 2027. From 1 October 2027, the Australian Government has announced it will establish a panel of approved plan management providers. Only providers on this panel will be able to deliver plan management services. These providers will be required to meet strict quality, regulation, and monitoring standards, with a six-month transition period. Note: This is subject to the passage of the Securing the NDIS for Future Generations Bill 2026, which is currently before Parliament.

What does this mean for you now? Nothing changes for current participants in 2026. You can still choose any registered plan manager, and your existing plan management arrangements remain in place.
