Plan Managed vs Self Managed: Which NDIS Management Option is Best? 

When you receive your first NDIS plan or when your plan comes up for review, one question comes before almost everything else: how do you want to manage your funding? 


It sounds like an administrative detail. It isn't. The management type you choose determines which providers you can access, how much admin you take on yourself, what kind of support you get navigating the NDIS, and ultimately how much freedom you have to build a life that works for you. 


There are three options: NDIA managed, self-managed, and plan managed. Each has genuine advantages. Each has real trade-offs. And the right answer is different for different people, which is exactly why this guide exists. 

 
We'll walk through all three clearly, compare them side by side, and help you work out which approach fits your situation.

Understanding Your NDIS Management Options 

NDIA managed is the most hands-off option, but the most restrictive. The government pays your providers directly, and you can only use NDIS-registered providers. 

 

Self-managed gives you the most flexibility and control, but you take on all the financial administration yourself invoices, claims, record-keeping and NDIS compliance. 

 

Plan managed combines the flexibility of self-management with the support of having a professional handle the admin. You keep choice and control over your support while your plan manager handles the paperwork. And it's fully funded by the NDIS; it costs you nothing extra. 

 

For most people, plan management is the right starting point. But read on because the details matter, and your circumstances matter more than any generalisation. 
 

Option 1: NDIA Managed (Agency Managed) What it is?

With NDIA management, the National Disability Insurance Agency pays your service providers directly on your behalf. You don't handle any money, invoices, or financial records yourself the NDIA takes care of all of it through their systems. 

How it works in practice 

When you use a support, your provider claims the payment directly from the NDIA portal. You don't see the invoice, process it, or do anything to make it happen. Your role is simply to receive support and pursue your goals.

Who it suits 
 

NDIA management is often the default for participants who are new to the NDIS and haven't yet considered the other options, or for participants with very complex support needs where the NDIA takes a more active role in plan administration. It can also work well for participants who want the simplest possible arrangement and whose support providers are all already NDIS-registered.

The significant limitation

Here's the catch: when you're NDIA managed, you can only access NDIS-registered providers. You cannot use providers who are not registered with the NDIS Quality and Safeguards Commission. This is a bigger constraint than it might first appear. Many excellent allied health professionals, therapists, support workers, and community organisations operate without NDIS registration particularly in regional and rural areas, and in culturally and linguistically diverse communities. NDIA management effectively puts these supports off-limits.

Option 2: Self-Managed: What It Is 

When you self-manage, you take full financial responsibility for your NDIS plan. You receive funding into a dedicated bank account, pay your providers directly, and then claim reimbursement through the NDIA's participant portal (my NDIS or myplace, depending on your plan). You keep all receipts, maintain financial records, and ensure every purchase is compliant with NDIS rules. 

How it works in practice 

You receive funding from the NDIA either in advance or as reimbursement and manage it like a small household budget. When a provider sends you an invoice, you pay it yourself and then submit a claim to the NDIA to recover the money. You're responsible for verifying that every invoice is for a support that's covered under your plan, at a compliant price.

Who it suits
 

Self-management can work very well for participants who are financially confident, detail-oriented, and comfortable using the NDIA's online systems. It also suits people who have a strong existing support network for a family member, trusted carer, or support coordinator who can help with the administrative side. It's particularly valuable for participants who want to employ their own support workers directly, or who want to negotiate their own pricing with providers outside the NDIS price limits.

The Advantages
 

Self-management gives you the widest possible range of freedom. You can: Access any provider registered, unregistered, or even individuals who aren't running formal businesses. Negotiate rates directly with providers, including paying above or below NDIS price limits where appropriate. Have complete visibility of every transaction.

The real cost of self-management

 

Freedom comes at a price. Self-management is a genuine administrative commitment. Across the life of a NDIS plan, you may be processing dozens of invoices per month, maintaining spreadsheet records, submitting regular claims in the myplace portal, and ensuring you stay compliant with the NDIA's claiming rules. 


If this admin feels manageable to you, self-management can be enormously empowering. But for many participants particularly those managing complex support needs, people who find financial record-keeping tiring or difficult. Families juggling more than one NDIS plan in the same household the administrative load can quickly become overwhelming. In those situations, the wrong trade-off is not flexibility. It is the time, pressure and paperwork that come with managing everything yourself.  


A key point that often goes unsaid: if you make errors in claiming even honest ones, the NDIA can require repayment. The financial responsibility rests with you. 
 

Option 3: Plan Managed: What it is 

Plan management is a funded NDIS support in which a registered plan manager handles the financial administration of your plan on your behalf. Your plan manager pays your provider invoices, tracks your budget across all support categories, ensures NDIS compliance, and provides regular financial budget reports. 

Crucially, like self-management, plan management gives you access to both NDIS-registered and unregistered providers, so you retain the same flexibility of choice, without any of the administrative burden. 
 

How it works in practice 

Your providers send their invoices directly to your plan manager. Your plan manager verifies that each invoice is compliant with NDIS pricing arrangements, processes the payment through the NDIA portal, and pays the provider. You receive regular budget statements showing exactly what has been spent, in which category, and how much funding remains. You never touch an invoice. You never log into the myplace portal to process claims. And you always know where your money is.

Who it suits
 

Plan management suits the vast majority of NDIS participants, particularly those who want the flexibility to choose any provider, but who don't want the administrative burden of self-management. It's especially valuable for a participant who are new to the NDIS and finding it complex to navigate. Those with a large number of providers across multiple support categories; participants and families who are time-poor; people who find financial record-keeping stressful or difficult; and anyone who wants a knowledgeable professional in their corner as the NDIS continues to evolve.

The Cost
 

Plan management is fully funded by the NDIS at no cost to you. When plan management is approved for your plan, the NDIA adds a separate dedicated budget line to cover it. This budget is separate from your support funding; it does not reduce any other part of your plan. Many participants don't choose plan management simply because they don't realise it's free. It is. There is no reason not to at least consider it.

Understanding the difference between plan managed vs self-managed vs NDIA managed NDIS plan options is key to getting the most from your funding. Let's break it down.

Can You Combine NDIS Management Options?

Yes. You can have different parts of your NDIS plan managed in different ways. This is often called a split-managed plan. 

For example, you might use plan management for your Core Supports and Capacity Building budgets, while self-managing transport or consumables. 

This can suit participants who want extra flexibility in one part of their plan, such as using an unregistered provider or directly employing support workers where allowed. Paying a family member is not usually funded and would only be considered in exceptional circumstances with NDIA approval.

Which NDIS Management Option is Right for You? 

Here's a straightforward way to think through the decision:

Choose NDIA managed if: 

You're new to the NDIS, your support needs are relatively straightforward, all your providers are NDIS-registered, and you want the simplest possible arrangement with no administration at all.

Choose self-managed if: 

You're confident managing your own finances, you want maximum flexibility including the ability to pay people outside the formal provider network, you're comfortable with the NDIA's online systems, and you have time and capacity for ongoing record-keeping and compliance.

Choose plan managed if: 

You want flexibility to use any provider (registered or not), you don't want to manage invoices and financial administration yourself, you'd value having an expert available to answer questions about your plan, and you want real-time visibility of your budget without doing the work yourself. This is the right choice for most participants.

A note on changing your mind 

No management type is permanent. You can change from NDIA management to plan management, or from self-management to plan management, at any time by requesting a plan variation through the NDIA. You don't have to wait for your next plan review.

Why Independent Plan Management Matters? 

Not all plan managers are the same, and not all plan management is equal. 

There are two types of plan managers: independent plan managers (like First2Care) and corporate plan managers who may be part of larger organisations that also deliver other NDIS services. 

 

An independent plan manager's only business is plan management. They have no financial incentive to recommend any particular provider, because they are not affiliated with any. Their sole focus is on managing your funding in your best interest. 


A plan manager who is part of a larger service-delivery organisation may have relationships and sometimes financial incentives that influence the guidance they give you. This doesn't make them dishonest, but it is worth understanding.
